2024 is an election year for our Board!
It's important that we have members volunteer to keep this organization running. This happens every three years. Every position is up for reelection, and several people are expected to be stepping down. Please consider volunteering for the Board and help keep this water system sustainable into the future.

What is the Board and what do they do?
The Board is the leadership team of volunteers elected by the shareholders of the Hopewell Water Company, tasked with the responsibility of making sure the water system provides clean drinking water, stewards the funds invested by the shareholders into maintenance and upgrades, and mobilizes the community when emergencies happen with the water. The responsibilities of each Board member is mostly outlined in the Bylaws, but those were written in 1914 and so not every task is accounted for. Below is an incomplete list of some of those task and responsibilities.
President and Vice President: These positions are responsible for organizing quarterly Board meetings and annual shareholder meetings, presiding over those meetings using parliamentary procedure, being present during contract negotiations, and is a signer for the Hopewell Water Company bank accounts along with the Treasurer.
Treasurer: This position is responsible for the money. The Treasurer interfaces with banking institutions, the IRS, and other governing bodies that are concerned with our finances. This position makes sure that bills are sent out and that payments are processed, as well as making sure that the Water Company's bills are paid.
Secretary: This position assists with meetings by taking meeting minutes using parliamentary procedure, and reading out previous meeting minutes at the start of meetings. When emergencies come up, this position assists with coordinating volunteers and notifying affected members.
Water Master: This position was created in response to growing government oversight, starting with the Safe Drinking Water Act of 1974. Originally an informal position, the need for someone dedicated to monitoring the water quality and maintaining a sanitation program made this position necessary. This position requires being certified with the Oregon Health Authority (OHA) as a Water Operator (a free 1 day course offered multiple times a year), to monitor water reservoir levels, to service and clean spring collection boxes of roots, to procure and use chlorine in solution to sanitize our water to Yamhill County specifications, to collect data in regards to daily chlorine residuals and report that data to the OHA, collect a monthly water sample and deliver it to the Waterlab in Salem, file annual paperwork with the OHA, inspect the water system including any exposed water mains, oversee mainline repairs as needed making sure that repairs are completed in a safe manner, issue boil water notices when necessary and report those events to Yamhill County, and provide a water report to the Board and to the general shareholders at meetings.
General Board Member: This position is meant to be an extra voice for the concerns of the shareholders of this community and to provide extra help and guidance wherever possible. Other than being available for meetings, this position has no specific responsibilities, other than providing a vote on Board decisions. There can be multiple General Board Members at a time. The main concern with General Board numbers are to allow for quorum and tie breakers at Boardmeetings.
There are always opportunities to volunteer with the Hopewell Water Company, with as little as having conversations with your neighbors about responsible water usage or jumping into a ditch to help a mainline repair, to assisting with duties such as data collection or helping stamp and send out mailers. We are always looking for new ideas that can make our system and organization run smoother. Be mindful that with this being a volunteer based system, no one is going to be reminding you to help. If you are self motivated and want to make a difference in your community, reach out to any Board member or send an email to:

Government Oversight
Our water system is in compliance with multiple government agencies, including the US Environmental Protection Agency (EPA), the Oregon Health Authority (OHA), and Yamhill County Public Health. We submit water samples to The Waterlab based in Salem, Oregon, who then report all results to OHA.
All results are displayed publicly on the OHA website at:
